Hospital Incident Command System (HICS)

HICS is an incident management system based on the Incident Command System (ICS), that assists hospitals in improving their emergency management planning, response, and recovery capabilities for unplanned and planned events.

HICS should be activated during an emergency event or exercise. However, HICS can also be effective in managing non-emergency events (e.g. a hospital move into a new building, planned power outage, etc.).

The Hospital Command Center (HCC) is the location of the command staff as defined by HICS. The HCC should have specific characteristics and resources to maximize functionality. The HCC will likely be activated by the Incident Commander at the time of HICS activation.

  1. The HICS Role Table Tents can be used during actual events or for exercises. They identify the name of each person filling the top nine roles.
  2. The tent cards act as a reminder of the Incident Action Planning Process and assist with completion of the appropriate forms.
  3. When it comes to completing The Joint Commission table top survey, TJC states that they want name plates/table tents with the role and name of person in the table top. This will also provide those personnel with a reminder on the role of that position and the Incident Action Planning Process.

Finance/Administration documentation begins with assistance with Incident Action Planning that is the responsibility of the Planning Section. The Incident Action Plan is comprised of several documents according to the level of activation. CHA's Hospital Preparedness Program has developed a  sheet to assist with HICA Finance/Administration forms and documentation:

 

Center for HICS Education & Training

The Center for HICS Education & Training is an organization that advances hospital and healthcare facility emergency preparedness through the development and presentation of incident command operational guidance, instructional materials, program presentations and instructor credentialing.

The organization in independent of California Hospital Association and is sponsored by Washington Hospital Center and Kaiser Foundation Health Plan; more information about the HICS Center's mission, objectives and services is available at their website: http://www.hicscenter.org.

Incident Action Planning (IAP)

The Incident Action Plan contains objectives reflecting the overall incident strategy and specific tactical actions and supporting information for the next operational period.

The hospital’s IAP is generally made up of HICS forms 201: Incident Briefing, 202: Incident Objectives, 203: Organizational Assignments, and 261: Incident Action Plan Safety Analysis. The IAP may also have a number of other forms as attachments such as Traffic Plans, Branch Assignments, etc.
